Experiencing severe problems from the start, the Weimar Republic was nearly hanging by a thread in 1923 due to hyper inflation, attempted revolutions and mass public discontent. Friedrich Ebert the first head of the government was in a very difficult position. He was hated from all sides. The on the left had no respect for the government and the successes of Lenin in Russia had boosted their self-belief. Those who were on the right side- former soldiers, were still bitter about the armistice and their defeat in the war also had no respect for the government because they believed they had betrayed them. Royalists who wanted the Kaiser back had no respect for the government as it had been the social democrats who told the Kaiser to resign. On top of this, civillian population was still suffering from the affects of the war. Elbert was trapped. His control over Berlin, the nations capital was very weak. From 1918-1919, there was the German Revolution, which were attempts to over throw the government, coming from both sides.

He only gained power after the Lateran Treaty whereby he could guarantee loyalty from those Catholics who may well have not been supporters of the fascist state in Italy. He achieved some semblance of power after the March on Rome, when he was promoted Prime Minister of Italy.
