What Winston Churchill means by his quote "Wars are not won on evacuations" is that you cannot win a war properly without determination, sacrifice, endurance and perseverance. By running away from the enemy you are prolonging the consequences of future attack resulting in the reality of winning or losing. At the Battle of Dunkirk when the British and French troops were both surrounded by the Germans the British navy ordered an evacuation for all British troops and many French troops to be evacuated as quickly as possible. While evacuation seemed like the right thing to do it was not the right solution needed to win and finally finish the war. It is important to fight and not run but British civilians with boats were asked to help out this task due to the sheer number of stranded soldiers. The Germans had an opportunity to attack the evacuating soldiers and innocent civilians but strange reasons prevented them from attacking. And as a result the Battle of Dunkirk was seen as a small allied victory.
